Enabling OS Firewall, setting UltraMonTaskBad to trusted, then disabling OS Firewall resolved the issue. But since OS Firewall was disabled, it ignored me when I told it that UltraMonTaskBar was a trusted application. For some reason OS Firewall was preventing UltraMonTaskBar from hooking into explorer even though it was disabled. ZoneAlarm is designed to protect your DSL or cable-connected PC from hackers. I had disabled their OS Firewall because it interfeared with another program that I use often. I would recommend contacting their support regarding this, they'll be able to tell if there's a fix/workaround.
